MINUTES OF MAY 6, 2003 MEETING OF THE
HANCOCK AMATEUR RADIO ASSOCIATION

President Harold Gillim (WE4G) called the meeting to order at 7:20 p.m. at the Hancock County Emergency Operations Center. Guest included Kentucky Section Emergency Coordinator Ron Dodson (KA4MAP), Denise Cross (KG4IFN), and Dave Nugent (KD9LX). Dodson and Cross are from Webster, KY and Nugent lives in Tell City.

The minutes of the April 1, 2003 meeting were presented by Secretary Jim Mason (W4RCX) and approved as read.

In the absence of the treasurer, Gerald Basham (KG4SQD) who was recovering from surgery, secretary Mason relayed a message from Basham that there had been no expenditures or deposits since the previous meeting keeping a balance of $116.00 in the treasury.

Only four members were present at the start of the meeting, President Gillim, Jim Wedding (KF4PSP), John Payne (N4COT), and Secretary Mason. Being one short of having a quorum necessary to conduct any official business, Dave Nugent joined the club and paid his prorated dues through June 30. A quorum was declared, and the meeting proceeded.

President Gillim reported on behalf of the Repeater Committee that the antennas to be used for the repeater and the linking radio had been assembled and that side arms and coax connectors had been ordered for installation on the EOC tower when the repeater equipment was moved to the EOC building.

Mason reported that the FCC web site showed that the vanity call sign, KY4HC, had been approved for the club.

John Payne announced that he would send in the application for the coordinated frequency of 146.715 now that the new call sign for the club was approved.

Mason reported that Vice-president Paul Vaughn had reserved a concession trailer from Coca-Cola for the 4th of July fund-raiser at Vastwood Park. Mason moved that the Treasurer be authorized to write a check for deposit on the concession trailer if the soft drink distributor required it. The motion was seconded by Jim Wedding and passed without dissent.

Jim Mason moved that John Payne be reimbursed by the club in the amount of $14.50 which he had paid from personal funds for the fee to the FCC to apply for the vanity call sign for the club. The motion was seconded by Jim Wedding and passed without dissent.

 There was some discussion regarding Field Day, June 28-29, which will be held at the EOC, and the types of HF antennas that would be suitable for the location. The club will be operating as a Class F station on Field Day which will allow the club to use the EOC equipment and facilities. No further action was taken at this time.

Mason announced that he would get the club a free website at qsl.net now that the club had a permanent call sign.

President Gillim said that the club should pay for the crystals required for changing the frequency of the repeater rather than asking that county funds be used for that purpose. Formal action on the suggestion was deferred until such time that the new frequency has been approved and the cost of the crystals has been determined.

SEC Ron Dodson presented a very informative program on the Amateur Radio Emergency Service (ARES) and passed out literature that he had brought regarding ARES and emergency communications. Dodson also discussed resources available to anyone with Internet access; e.g., www.qsl.net/kyham/ and FEMA's website, www.fema.gov, which has several independent study courses for those wishing to learn more about emergency management. Dodson urged all members to become involved in the ARES program so that they would be prepared in the event of an emergency where hams may be called to respond and serve their community.

The meeting was adjourned at 8:45 p.m., and those present enjoyed brownies that were prepared by member Janie Mason.
